Background

Many organizations including public sector consider Information and Communication Technology (ICT) key component in their strategic planning and operations. This emanates from the realization that ICT has a great potential for the socio-economic development. Public sector in developing countries is also experiencing the same with pace of introducing computers and associated infrastructure and applications expanding rapidly.

Tanzania’s public sector as one of them has also introduced a number of ICT facilities and applications and generally experienced an increased ICT investment and its rollout at various levels. However, several studies/experiences still indicate inadequate use, management and consequently lower contribution of these ICT investment in the effectiveness and efficiency of public service delivery.

This none-matching ICT investment to its use, management and contribution in the public sector organizations, offer a signal for a need to understand and build necessary capacity. This capacity building will lead to the effective use and management of ICT in the public sector thus achieving a true ICT enabled transformation in the performance of public service delivery.
